The ratio between characters and words depends on the language and on how you count. For English, a common figure is five letters per word plus one separating space, so six characters per word. If you do not count spaces, five is the usual figure. Japanese does not put spaces between words, so a whitespace-based word count is not meaningful there; use the character count instead.

At six characters per word (five letters plus one separating space), 400 characters is about 67 words. If you do not count spaces and use five characters per word, it is about 80 words. Check which convention your recipient expects, because the two answers differ.
